Need for Pune Digital Strategy?

Pune aspires to be a “smart” and innovative in their service delivery; with better resource utilization, low-carbon footprint and an inclusive community. The aim is to be a city where citizens enjoy balanced social and economic opportunities. The objective is to create new business and employment opportunities for all its citizen. To achieve this, Pune needs to bridge the gap between economic and social systems. The aim is to create a more Inclusive society.

The main questions that the strategy looks to answer are:

  1. How can digital transformation help unlock economic opportunities  for all
  2. How can the government leverage technology to bridge the gap between bottom of the pyramid to the top in order to transform their daily lives
  3. How data can be leveraged for creating pre-emptive solutions

We want to be able to leverage the advancements in technology to reach out to the most economically challenged section of society. To further promote local industries and foreign investments we need to have the infrastructure and connectivity, as well as the information, skills and capability, to engage with and benefit from digital technology. This strategy marks the beginning of bringing about financial inclusion.

Pune currently attracts the best talent from around the world but to remain competitive the idea is not just about attracting international companies but helping our existing small-to-medium businesses to reap in the benefits of developing their digital capability for their own prosperity. The aim is to become self-reliant and innovative in solving the issues. For this to happen every citizen should have access to the right Infrastructure – High capacity, high speed connectivity. In addition to resilient infrastructure a key requirement is investment in physical ICT assets.

We realize the digital gap that exists in the society and one way to address this is to provide all community members with public access to digital Infrastructure and services. Skill enhancement and Education – to address the disruption in the labor market will require skills training and support for those losing out from the digital transition.

Pune has been witnessing rapid growth in population, migratory population and registration of business, IT and Automobile Exports. Pune is also ahead in development in the IT / Digital Space.

Statistics below act as drivers for the city’s digital strategy:

  • 22% of Pune households have access to laptop / computer with internet (Compared to 11% of urban Maharashtra)
  • 64% of Pune households have access to mobile phones.

Clearly, there is a growing segment of population which expects on-demand information and round the clock services. Also, there has been a growing digital divide with marginalized communities unable to access the information. In order to align its services and effectively serve its citizens, Pune needs a well-defined Digital strategy to address these issues and present an integrated view of various initiatives under Pune Municipal Corporation and Smart City Mission.

The City Digital Strategy of Pune aims at providing the Integrated Eco System.

To achieve this objective, It has certain key features, such as:

1. It is Adaptive/Fluid for City : The strategy is fluid in nature and is adaptive for the whole city

2. Practical and Achievable for City : It has been formulated in such a way that it is practical and entirely achievable

3. Multi Stakeholder Approach for City : It incorporates views of multiple stakeholder and gives holistic approach, keeping in mind every stakeholder’s needs

4. Integrated Approach for City : It follows integrated approach for whole city and keeps needs of whole city in contention

5. Open Architecture for City : It has open technology architecture and follows data-centric approach, allowing decision makers to take decisions based on data and not gut-feeling

 

Understand The Need For The Digital Strategy

Pune’s Digital Strategy is formulated to ensure the emergence of Pune as digital city with top quality services and living standards. It sets out the city’s vision to achieve a smart digital future and aims to leverage newer technologies to improve internal efficiencies and transform the way PMC as city administrator serves the citizens, thereby aims towards improving the engagement with citizens to promote co-creation and collaboration in civic and social affairs. It complements Pune’s vision of being the most livable city by creating more economic opportunities and by offering quality of life over various parameters.

The strategy is more than simply putting technology in everything. It is about rethinking the processes and linking technology to ensure effective delivery of services to citizens by keeping citizens aspirations and needs at the center.

  • As a part of its Smart City Proposal, Pune aims to solve its core infrastructure issues by using low-cost Information-Communication & Technology (ICT) based solutions. Some of the solutions include Smart Pune Public Transport System, Vehicle health monitoring system, Public Information System (PIS), Smart water solution. Digital strategy, which will make use of information technologies, will increase the reach of these projects, thereby creating a larger impact on the city. Thus a digital strategy will complement the smart city initiatives leading to faster achievement of goals/KPIs formulated under Smart City Proposal.

Digital India Mission

  • Digital India is an initiative by Government of India, aimed at transforming the entire country into a digitally empowered society and knowledge economy. The slew of measures taken by GoI includes e-governance, e-marketplace, and cashless payment channels. In order to better/effectively implement these initiatives, a robust digital strategy is needed which can help achieve the benefits of the Digital India mission.
  • To fully integrate the City infrastructure to break silos in government departments
  • To simplify the services and streamline the citizen experience across government departments
  • To make use of new communication channels (social media) in order to enable  citizen participative government
  • To make better policy-making decisions by utilizing improved data analytics.

  • The main reason for developing this strategy is to be able to provide reliable, accessible, affordable and secure services to the citizens. Establishing trust in the system has been a priority for the PMC. This digital infrastructure will only be successful if citizens will have faith in its functioning. Having a Wi-Fi infrastructure with low speed won’t help build a reliable image in the eyes of the citizens.
  • Accessible :– Another key aspect of the digital movement is to be accessible. Given the low penetration of digital literacy in India shifting systems would require educating and providing citizens with touch points for digital connect. Accessibility is the key here. Every citizen with or without digital know how should be able to access the government schemes with full confidence. Government also would like the services to be more accessible by the differently abled. With government cards like Aadhaar which hold sensitive citizen information it becomes essential to create secure systems. PMC has kept this at core of its digital strategy making sure that all systems and processes are secure to data corruption threats.
  • Reliability :– Reliability of digital infrastructure and services is key aspect of our city digital strategy. Today governments need to be more inclusive, transparent, receptive and efficient. For that, they need to have right fiscal strategies which need to be delivered via high quality services and open and transparent data.
  • Secure :– In an increasingly digital society, there is a need for citizens and businesses to feel confident and safe when submitting information to the civic body. Residents should be able to trust that their personal data will be used for relevant purposes only. The secure aspect of digital strategy ensures that data protection will be incorporated into the design and development of PMC’s IT solutions.
  • Affordable :– In order to bridge the digital divide, the affordable aspect of digital strategy ensures that digitally excluded citizens are given an affordable and sustainable means to come online and avail digital services. This will increase connectivity and benefit the overall economy.
  • PMC is trying to gain trust of its citizens via these carefully planned and executed initiatives. These initiatives fall under 4 pillars mainly- creating of digital infrastructure – like city Wi-Fi , enabling the digital economy via integrated payments and services, driving citizen connect and incorporating their feedback via quick redressal forums, and by bridging internal gaps between the departments.

According to the Edelman survey, 75% of the general population of India trusted the government while globally this average was just 41%. Pune Municipal aims to be at the top of the leader board among the most trusted government body in the world. They realize the importance of developing trust and are doing so via small but effective measures.
