Capacity building

Capacity building is one of the initiative taken under Change Management Process. As new IT initiatives are being implemented, readiness in the people to take those changes is of utmost importance. Capacity Building process helps managing the people aspect by preparing them for changes, managing the change and reinforcing the changes. The process is carried out by building an Institutional Arrangement for CB initiatives:-

  • Appointment of change management and capacity building consultants
  • Appointment of internal capacity building team at PMC level
  • Appointment of Capacity building agents /trainers amongst IT Spocs and IT Nodal   officers at Department level
  • Developing teams amongst the Corporators for change management and capacity building amongst the citizens as stakeholders
  • Developing a training lab

1. Training plan

Smart governance @PMC entails taking up new roles and developing new skills by the employees. Driving training and development activities is a major part of implementation of Smart Governance.11

 CLiC – Computer Literacy in Corporation

Digital Literacy is the ability to locate, organize, understand, evaluate, and analyze information using digital technology.

Pune Municipal Corporation serves a metropolitan area that has about 5 million residents. In order to administer a city of such a size one requires a vast amount of information at one’s fingertips, as well as deep knowledge of a complex metropolis, along with its businesses, its communities and its culture. This is not possible in today’s world unless one is digitally literate. Digital literacy has led to great increases in information that can be conveniently and quickly accessed and facilitates the collaboration and sharing of knowledge.

The modernization of the city has also meant a demand for modernization in the way the PMC delivers urban services to its citizens. The use of Information and Communication Technology (ICT) is essential to understand, improve and deliver urban services, and the technology’s benefits cannot be harnessed except by the digitally literate.

2.1 What is Digital Literacy?

The ability to locate, organize, understand, evaluate, and analyze information using digital technology. It involves a working knowledge of current high-technology, and an understanding of how it can be used. Digitally literate people can communicate and work more efficiently, especially with those who possess the same knowledge and skills.

 

2.2 Why is Digital Literacy Important for the Pune Municipal Corporation?

2.3 How does Digital Literacy tie-in with our goal of Smart City Pune?

A smart city is an urban development vision to integrate multiple information and communication technology (ICT) solutions in a secure fashion to manage a city’s assets i.e. local departments information systems, schools, libraries, transportation systems, hospitals, power plants, water supply networks, waste management, law enforcement, and other community services.

Digital Literacy is an integral part of having a Smart City, as one cannot have a Smart City without smart citizens. In order to be able to fully benefit from the advantages of a Smart City, one needs to be able to interact with digital devices such as desktop computers, laptops, tablets, and even smartphones.

2.4  How does the PMC address the challenge of Digital Literacy?

In collaboration with PwC, NASSCOM and independent professional trainers, the PMC has devised a training program specially tailored to meet the needs of its employees. The objective of the training program is to orient the PMC workforce to the demands of a modern urban environment, by training them on conceptual and practical aspects of Information and Communication Technology. Concepts such as e-governance and m-governance are explained with examples and hands-on exercises, and the students are trained to work with productivity applications such as MS Office, email tools and e-governance applications of the PMC.

In addition, the PMC has set up a state of the art Training Facility, complete with lecture halls and digital labs to train its employees.

2.5  PwC’s role as Knowledge Partner

Emerging economies are witnessing myriad challenges, ranging from climate change and accelerated urbanization to resource scarcity. This is driving economies to explore innovative solutions that also conform to the traditional set-ups and governance structures. PwC helps governments and public sector organizations enable efficient governance practices infused with ingenuity and aided by technology.

PwC, in its capacity as the Knowledge Partner, has assisted the PMC in the following:

  1. Assisting the PMC with the appointment of independent faculty
  2. Assisting the faculty with the development of the training schedule
  3. Recommending suitable channels of delivering the training to the PMC employees.
  4. Assisting the PMC with obtaining and reporting training feedback
  5. Coordinating with NASSCOM personnel to provide NDLM training and certification to PMC employees.

2.6  NASSCOM’s role as Training Partner

National Digital Literacy Mission (‘NDLM’) has been initiated with the vision to empower at least one person per household with crucial digital literacy skills by 2020. This is expected to touch the lives of more than 250 million individuals over the next few years. NDLM is an effort to complement government’s vision to transform one from each household as digitally literate. The project aims at helping adults with low technological literacy develop the skills they need to interact in an increasingly digital world.

NASSCOM Foundation currently serves as the industry’s Secretariat for the National Digital Literacy Mission, with a vision is to leverage Information and Communication Technologies (ICT) for empowering and transforming the lives of the underserved. One of the primary reasons behind formation of the Foundation was the commitment of NASSCOM and its member companies to promote social development through the application of ICT.
